Programme Delivery Deputy Director: Disputes Modernisation (part of Service Modernisation)

Enabling DWP to become a department that is more user-focused, customer centric and efficient will take a multi-year journey. We plan to achieve this for the department through our Service Modernisation programme. This programme will be at the heart of DWPs transformation journey for the coming years, modernising eleven different customer services and product lines that involve14 thousand staff and 20 million customers.

This complex and significant programme needs a highly effective senior leadership team to establish the programme, mature the programme and realise organisational benefits. The postholder will be in a key Senior Leadership Team role at the heart of the Service Modernisation Programme.

The Disputes Modernisation Project is a high-profile change initiative aiming to transform the way dissatisfaction with DWPsdecisions and services is resolved and to improve the customer experience.This programme is leading the way to build a new transformed service that brings together the technology and service that DWP customers would expect if they are dissatisfied with the any aspect of our service.

As Programme Delivery Deputy Director, you will be responsible for leading the Disputes Modernisation programme and accountable for the delivery of benefits. You will forge strong strategic relationships acrossGovernment with His Majestys Courts and Tribunal Service, Independent Case Examiner and Scottish Government to ensurealignment with the transformation and service provided by these partners, who also provide vital services to DWP customers. The postholder will need to integrate design and delivery with operational teams, serving Service Line Directors, as well as serving the programme through their teams delivery. In summary, they will hold ultimate responsibility for leading the disputes branch of activity, translating the modernisation vision into a reality, and handing back to the business to maintain in a safe way.

Programme Delivery Deputy Director: JointWork and Health Directorate (part of Policy Group)

The Joint Work and Health Directorate is delivering programmes jointly funded by the Department of Work and Pensions (DWP) and the Department of Health and Social Care (DHSC). You will be expected to work closely with senior leadership in both DWP and the Office for Health Improvement and Disparities (a Director General-led group within DHSC).

The deliverables are highly complex, and you will build and maintain close relationships with a range of internal and external stakeholders to deliver existing and new commitments in this area, particularly Ministers in DWP and DHSC, the DG for Change in DWP, NHS England, Integrated Care Services, Local Health Groups, Local Authorities, the Department for Business and Trade, the Department for Levelling Up, Housing and Communities, employers, and spending leads in HM Treasury, thus creating a shared sense of purpose with Government departments and other Public Sector bodies and externally.

A significant suite of initiatives was announced in the Spring Statement 2023 following the Workforce Participation Review, which had a particular focus on long-term sickness because this is now the leading cause of inactivity in all age groups. These new initiatives resulted in significant additional spending on disability employment over the next five years, including health facing initiatives. This builds on our existing commitment to deliver more than 20 individual programmes, trials, and initiatives already underway. This role can be based in one of the following DWP hub locations - Leeds, London or Sheffield.

Programme Delivery Deputy Director: Scottish Devolution

The Department of Work and Pensions (DWP) is implementing the biggest changes to the welfare system in a generation while continuing to drive up service and drive down costs, meeting targets to be the best and most efficient delivery function in the public sector by delivering a seamless service to our customers.

The Scottish Devolution Programme is responsible for DWPs implementation of the welfare and employment provisions within the Scotland Act 2016 and in line with UK Government and DWP objectives.

The Programme is a high-profile, complex change initiative supporting the devolution of relevant benefit services to the Scottish Government.

The postholder is required to lead the programme to successfully deliver the scope and agreed outcomes with multi-disciplinary teams. Objectives include ensuring a seamless transfer of customers and effective integration of changes across the Department and with the Scottish Government and forging strong strategic relationships across the Department and with Scottish Government colleagues to ensure welfare changes are delivered seamlessly for customers.

Programme Delivery Deputy Director: Working Age, Cross Cutting (part of Service Modernisation)

This programme will be at the heart of DWPs transformation journey for the coming years, modernising eleven different customer services and product lines that involve 14,000 staff and 20 million customers.

This complex and significant programme needs a highly effective senior leadership team to establish the programme, mature the programme and realise organisational benefits. The postholder will be in a key Senior Leadership Team role at the heart of the Service Modernisation Programme.

The postholder will lead the delivery of cross-cutting elements to modernisation, including DWP deployment and operational capability such as video and telephony. The role will also be accountable for modernising channels and bringing enterprise-wide capabilities into DWP operations. They will be accountable for the delivery of benefits. These enterprise capabilities will transform not only Service Modernisation service lines but all DWP services including UC and PIP services. These capabilities will also impact on DWPs estate strategy and provide greater flexibility and accessibility for our customers. Working in partnership with Digital is an essential part of this role.

The role will also oversee the modernisation of the Working Age and Health benefit lines, transforming access to services for some of the most vulnerable citizens in our community, such as disabled children and families.The postholder will need to integrate design and delivery with operational teams, serving Service Line Directors, as well as serving the programme through their teams delivery. In summary, they will hold ultimate responsibility for leading the Working Age and Health branch of activity, translating the modernisation vision into a reality, handing back to the business to maintain in a safe way.

Key Responsibilities

  • Accountable for leading the delivery of a major programme and outcomes, whilst living the values of DWP and advancing the Project Delivery profession.
  • Leading Programme or project definition, scope and programme design with associated business change activities to embed and stabilise transformation.
  • Establishment of appropriate governance and assurance, monitoring progress, managing risks and issues, ensuring business readiness for change.
  • Experience of leading large scale, highly complex, programmes that can be technically complex, include many stakeholders and often need procedures and methodologies to be adapted to suit unique situations.
  • Lead development of the business case, alignment with senior stakeholders and agreement through Governance Boards such as Programme Board/Management Board/Treasury.
  • Ensure stakeholder interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across a large and often diverse group of stakeholders and develop strategic relationships with internal and external suppliers. Work closely with the Senior Responsible Officer, and where applicable Programme Director, to co-manage senior stakeholders.
  • Establish a high performing delivery and leadership team providing direction and development to individuals, the team and more broadly professional development across the department and government.
  • Provide leadership and direction to larger multi-disciplinary teams to deliver successfully.
  • Accountable for ensuring strategic and operational risks and issues are identified, prioritised, assessed and mitigated. Assessment

If you are shortlisted, you will be asked to take part in an Individual Leadership Assessment (ILA) and Staff Engagement Exercise (SEE) in advance of the virtual interview. Interview

Shortlisted candidates will be invited to attend a virtual interview. The interview panel will be chaired by Adrian Scott who will be supported by additional panel members.
