Currently, the minimum wage for 18- to 20-year-olds is £10 per hour, while those over 21 earn £12.21 per hour. Official data reveals a concerning trend: youth unemployment among 18- to 24-year-olds reached a five-year high in the final quarter of 2025. If the figures exclude the youth unemployment spike during the pandemic, the current rate is the highest in 11 years. These statistics have prompted ministers to express concern and consider a slower equalization process.
Former minister Alan Milburn, chair of the government's young people and work review, warns that the rising youth unemployment poses an existential risk to the UK and could marginalize an entire generation. He emphasizes the long-term nature of the issue, highlighting significant changes in labor markets. The combined cost of employing someone over 21 will have increased by 15% since 2024, while for 18- to 20-year-olds, the increase is 26%, or £4,095, which may discourage employers from hiring younger workers.
Treasury sources suggest that a slower equalization is likely, but the final decision will be made by the Low Pay Commission, which will consider various pieces of evidence. This potential slowdown would mean Labour would not meet its manifesto commitment to equalize the minimum wage before the next election. Business leaders and policy experts have mixed opinions, with some arguing that a delay in the equalization could deter businesses from hiring young workers, while others suggest it might provide a more stable environment for young people to enter the job market.
Despite the controversy, the government's focus remains on ensuring that low-paid workers are adequately rewarded. Chancellor Rachel Reeves, when asked about potential delays, acknowledged the challenges and highlighted initiatives to support young people's skills and experience through extended education and apprenticeship programs.
