0.99$ is the monthly charge for the 50GB level of extra iCloud storage (replacing the free 5GB leve). You can check the amount of iCloud storage you have in System Preferences (or Settings)>iCloud, or at https://www.icloud.com (click 'Account Settings).
If that is what it is you can cancel it if you don't want it (assuming you don't have more thahn 5GB of data there):
Downgrade or cancel your iCloud+ plan - Apple Support
If it isn't that, you can check your purchases at https://reportaproblem.apple.com/?s=6

See this to look up subscriptions, How to cancel a subscription from Apple - Apple Support Check your Apple ID email account for a receipt from Apple explaining the charge. It sounds like a 50GB iCloud upgrade. Check that by going on the iPhone, go to Settings><yourname>iCloud and see what amount it shows there. If it is more than 5GB, then you have an increased storage plan. See this if you wish to reduce it. Downgrade or cancel your iCloud+ plan - Apple Support
