What @Spottedstar said. From a storytelling standpoint, I can also see the creative team not wanting to distract from Kai's role as antagonist by bringing Tai Lung back in, even if only as a Jombie. I feel like that would be at least somewhat distracting.
I also half wonder if Kai wasn't limited in the number of Jombies he could manifest at a time, or by how powerful an individual Jombie might be. Like, say, it might have taken more power and concentration to summon and control a Tai Lung or Oogway Jombie as opposed to Shifu and the members of the Furious Five whose chi he captured in the course of the film. Barring the likes of Fenghuang, Jindiao, and various other masters from the animated shows, Tai Lung is probably in the top five of kung fu masters within the franchise after Po/Oogway and Kai.
As such, it seems probable that summoning a Jombie of him could require more effort and thus leave Kai unable to summon as many Jombies as he could if he'd only summoned, say, Monkey. As such, it makes sense that he wouldn't have summoned Tai Lung or Oogway, preferring to utilize a bunch of weaker Jombies to search across China, and later the Panda Village, for Po so he could find and finish him off.
Kai still respected Oogway as a warrior and clearly still cared about him deep down. He probably wouldn't have taken Oogways chi if he didn't need it to get to the mortal realm and didn't use it in the mortal realm out of respect for his old friend.
Kai smugly explained that the Wuxi Finger Hold only worked on mortals, not a Spirit Warrior such as himself. This then gave Po the idea to grapple Kai in a headlock and use the Wuxi Finger hold on himself, which successfully sent both of them to the Spirit Realm.
There's a very good reason Tai Lung doesn't appear among the jombies, and it's not because Dream Works wants nothing more to do with him. It's revealed that the Wuxi Finger Hold only works on mortals, and it sends them into the Spirit Realm. This would explain why there was No Body Left Behind, all good so far.
It was also revealed that mortals who have the hold used on them are sent to the Spirit Realm, and additionally, Tai Lung can be seen as one of Kai's amulets around his waist, representing the kung fu masters in the Spirit Realm that had their chi taken by Kai.
