Hi
When billing information is added or updated in iTunes Store, an authorisation request may be made to your card issuer.
This is not an actual charge, just a check to ensure that your payment card is active and able to be used when paying for your transactions.
When a temporary authorisation hold is placed on your credit card or payment method, it will only be for a low, nominal amount.
Any such charge will be removed automatically from your card account and will not need to be paid.

There is a possibility that local taxes are involved. And if this is a first purchase, again an authorisation fee (which is not actually charged). But as suggested, we cannot actually answer because we do not have access to your account. But this may give you some guidance.

Look at your purchase history to see what it was.

you guys
This is a user-to-user tech support forum, not Apple customer service. No one here can answer that - you'll have to enquire with Apple.

As said you are not talking to Apple here. We are users like yourself.
You can log in to http://reportaproblem.apple.com and see what exactly was charged.
